TRAI takes measures to protect consumer interest in Rental Rebate cases.

The rental discount is granted to suo-moto subscribers in the event of a prolonged interruption in service provision caused by reasons of the service provider. The Indian Telecoms Regulatory Authority (TRAI) has stepped in to protect consumer interests by including specific guidelines on rental refund cases for basic (landline) telephone services.

A customer is entitled to a rental fee refund for a defective period of services under TRAI guidelines, “The Standards of Quality of Service of Basic Telephone Service (Wireline) and Cellular Mobile Telephone Service Regulations – 2009”. All telecom service providers, such as BSNL, MTNL, Airtel, Jio, Vi, etc., must abide by these rules.

Rental Rebate for Wireline (Fixed Line) Services

Customers are only entitled for rental rebates for complaints that have been outstanding for longer than three days, following the TRAI QoS criteria mentioned above. Within three days of the complaint being filed, 100% of customer concerns must be resolved. 90% of the total complaints filed must be resolved by the telecom service provider within 24 hours (fault repair by the following business day).

Faulty Period and Rent Rebate for Wireline (Fixed Line) Services

For any complaints that are pending for between three and seven days, customers are entitled for a seven-day rent rebate. Service providers are required to award customers with a 15-day credit on their telephone bill for any unresolved or unattended telephone complaints that have been open for between 7 and 15 days. If the service is down for more than 15 days but less than 30 days, members will get a 30 day rental reimbursement. When the service is stopped for more than a month, a pro-rata rental refund will be granted. There will be a commensurate decrease in the number of free calls permitted in each of the aforementioned rebate scenarios.

The subscriber can make a case to the divisional engineer of his telephone exchange if the rental rebate is not supplied automatically. Customers of BSNL Landlines may submit an application form to receive a rent refund for the defective time as long as they explicitly state the date on which they filed their complaint with BSNL. This implies that until you officially file a complaint, BSNL or any other TSP will be unable to execute your request for a rent reimbursement. Customers can call the toll-free numbers 198 or 1500 to submit a phone complaint.
