The announcement of the transaction is anticipated to coincide with increased costs for millions of users on all four networks, as regulators attempt to keep the market competitive. However, according to Sarah Cardell, the head of the CMA, the dangers of anti-competitive arrangements should not be underestimated.

Cardell said that traditionally, regulators have demanded a minimum of four operators in key markets in a lecture titled “UK merger control in 2023” given in February. When CK Hutchison attempted to acquire Telefonica’s UK affiliate O2 seven years ago, the European Commission rejected the transaction and the British telecoms regulator forbade it.

With 27 million subscriber connections, the proposed combination of Vodafone and Three UK would surpass BT’s EE and Virgin Media O2 as the market leader.
