Bharat Sanchar Nigam Limited (BSNL) has announced changes to its bulk push SMS pricing plans for general customers and TRAI-exempt Sender IDs. BSNL Bulk SMS Revised Tariff Plans come into effect on December 1, 2020, based on PAN India.

The updated fees are valid for both the transactional and promotional categories of BSNL’s bulk push SMS services. According to the Telecom Commercial Communications Customer Preference Regulations, 2018 (TCCCPR, 2018), the Telecom Regulatory Authority of India (TRAI) may exempt government bodies from SMS Terminating costs up to 5 paisa when they transmit messages of public interest. These are sometimes referred to as TRAI exempted sender IDs.

All other terms and conditions will remain same. The above-mentioned tariff was implemented from 01-12-2020 onwards on PAN India basis.

The expense for operators to examine the flow of unregistered SMS headers or content via their networks and match senders with customers’ DND (Do Not Disturb) requests is known as a DLT (Distributed Ledger Technology) scrubbing charge.

Non applicability of Scrubbing Charges
Scrubbing fees will no longer be charged by BSNL to all scheduled banks (excluding private banks), government entities, and PSUs through December 31, 2020.

Why is DLT Registration required? What is it?

According to the Telecom Regulatory Authority of India’s (TRAI) TCCCPR 2018 rules, any business firms that wish to send their consumers commercial communications must register on the BSNL DLT website at https://www.ucc-bsnl.co.in/ as the principal entity. To comply with TRAI’s TCCCPR 2018 recommendations, all current and future business organizations that desire to utilize bulk SMS or OBD (outbound dialing) should register as Principal organizations on the BSNL DLT site.

Who may apply for the 5 paisa exemption? What are TRAI exempted sender IDs?

In accordance with Regulation 35 of the TCCCPR, 2018 there must be no Service SMS fee on.

  • any communication made by or pursuant to a directive from the federal or state governments.
  • any communication sent by or according to orders from organizations set up under the Constitution.
  • any communication sent out by the Authority or according to its instructions.

As a result, TRAI may exclude government bodies from paying SMS termination fees of up to 5 paisa when they deliver messages of public importance. Only the Central Government, State Governments, and organisations created under the Constitution are eligible for exemption under Regulation 35 of the Telecom Commercial Communications Customer Preference Regulations, 2018 (TCCCPR, 2018). Exemption would be granted if the message’s goal was to educate the public and focus on citizens, such as when it was sent in support of campaigns against polio, AIDS, the swine flu, women’s safety, etc. State or central government agencies that charge consumers for communications or transmit messages for profit will not be excluded from this rule.
